Capital Improvement Program
The City’s annual budget preparation process includes the preparation of the five-year Capital Improvement Program (CIP).  Coordination of the CIP has been delegated to the Capital Budget Manager in Public Works Administration. The capital planning process is critical to the City’s well being because it provides the opportunity to take a planned and programmed approach to allocating financial resources in the most responsive and efficient manner necessary to meet Comprehensive Plan level of service (LOS) requirements and general needs of the citizens. Furthermore, the City is required by Chapter 163.3177 Florida Statutes to annually update the capital improvement element of the City’s Comprehensive Plan.
 
The process begins with a review and update of inventories of existing capital facilities and the preparation of an analysis identifying level of service deficiencies. At the same time, a financial forecast for the 5-year CIP timeframe is prepared.
 

The staff is charged with the following responsibilities:

  • Develop a multi-year program for capital improvements, update it annually and ensure it is consistent with the City’s Comprehensive Plan.
  • Identify the estimated costs and potential funding sources for each capital improvement project proposal prior to submitting it to City Council for approval.
  • Manage capital project spending and determine the least costly financing method available for all new capital improvement projects.
  • Perform semi-annual review of Capital Improvement Program. Revise the priority of projects based on City’s goals, close completed projects, and reallocate funding if warranted.
