REVISIONS:
3/16/2005: Layer names on pages 6-10 are revised for clarification. Valves and line work are no longer in the same layer and are broken out. Layer names for annotation/text are provided and to be used for existing infrastructure.
3/7/2005: The City of Fort Myers revised its Electronic AsBuilt Files Manual by removing any reference to AutoCAD blocks. The Digital File Index and the City Template are no longer being provided. Layer names, StatePlane West Coordinate system, and annotation/text in model space are still required. Electronic files that do not meet these three requirements will be rejected. This includes any capital infrastructure that is within the right-of-way including any tie-ins into our water, reuse or sewer facilities. 12/13/2004: The City of Fort Myers added table examples to the Electronic Asbuilt Files Manual to clarify what is the proper format for attribute table format for Excel, Access, or dbase applications.

PURPOSE: The purpose of the Geographical Information System (GIS) Standards is to be compatible with the City’s of Fort Myers as-built standards submitted as electronic files. Statement 34 of the Government Accounting Standards Board (GASB-34) on June 10, 1999 changed how government agencies account for infrastructure under its jurisdiction. GASB-34 is intended to improve accountability to the public, smarter utilization of available maintenance and capital improvements, and to extend the useful life of public infrastructure. Infrastructure assets include anything and everything a government owns or purchases such as roads, bridges, tunnels, drainage systems, water and sewer systems, and lighting systems. The GASB-34 report depends upon a well-maintained archiving system, therefore the future success of the GIS are a priority to the City of Fort Myers.
It is the intention of the City of Fort Myers, that CIP and major development projects have capital infrastructure entity attributed information associated with the design. This is required for all as-built information that is either within the City right-of-way or is capital infrastructure that will be maintained by the City of Fort Myers for projects approved after April 1, 2003. It is a requirement that the City receive accurate attributed information in an electronic format compatible with City software. The City of Fort Myers has set up an attributed block system that is not currently required but may be utilized consultants. The attributed block system is described within this manual and is for use with AutoCAD software.
Electronic files that are submitted for close-out that do not meet these standards will be refused and the close-out will not be issued until the submitted electronic files are completed according to the adopted City GIS Standards. All electronic files submitted to the City for close-out that are not in the correct coordinate system (NAD 83, StatePlane West, Florida) will be refused and the close-out shall not be issued.
