The Cleveland Avenue Redevelopment Plan project has three phases:
- Phase I: Understanding the Community
- Phase II: Design and Plan Concepts
- Phase III: Documenting the Vision
Each phase encourages participation from the public throughout the planning process as the Redevelopment Plan changes from broad ideas to a specific “action” plan.
Phase I
Phase I (November- January) is called “Understanding the Community.” During this phase, the consultants together with the FMRA staff will gather background information on the Cleveland Avenue districts for analysis.
- This phase will include two major public meetings--one with the general public and one with the Steering Committee.
- These first public meetings will allow the consultants to get a general feel for the direction the public would like this project to take. The public will have the opportunity to share their visions and their concerns for the Cleveland area.

Phase II
Phase II (February – June) is called the “Design and Plan Concepts” phase. During this phase, different plan scenarios will be explored until one preferred scenario is selected.
- The consultants will present two or more scenarios of how Cleveland Avenue can be redeveloped. These scenarios will be presented to the public during a workshop in which the public will be invited to share their feedback.
- In a work session known as an “Open Design Studio,” the consultants will take the many ideas discussed at the public workshop and craft them into one preferred scenario.
- The consultants will present the results from their Design Studio to the public at Community Presentation. This presentation will include early recommendations for the redevelopment plan.
Phase III
Phase III (July – August) is called “Documenting the Vision.” During this phase, the details of the redevelopment vision will be established and an “action” plan will be created.
This phase will address various details of the Redevelopment Plan and recommend actions, which the community can take to help make this new plan a reality.
The public will be provided with the opportunity to review and comment on the proposed plan before it is finalized.
